Helping universities build a
culture of transformative learning
Qaspir works alongside university leadership to create lasting institutional change — not a training programme and a handshake, but a genuine partnership that shifts how teaching is understood, practised, and valued across an entire campus.
Qaspir: six years building expertise in transformative education
Qaspir International is a company dedicated to advancing transformative learning in higher education worldwide. Over six years, working in close partnership with the University of Central Oklahoma and Mackenzie Presbyterian University in Brazil, we have developed a deep, practical understanding of what it takes to shift institutional culture — not in theory, but in practice.
We have spent those years learning exactly why transformative learning works, what conditions it requires, where initiatives fail without them, and how to build something that outlasts any grant, any leadership change, and any single enthusiastic individual.
Qedex — our global professional learning platform — connects over 7,000 practitioners across six continents. It is the delivery mechanism for our programmes and the ongoing professional home for the educators who complete them.
Stuart Blacklock, QASPIR’s founder and CEO, leads our university transformation partnerships directly — bringing six years of accumulated knowledge, a global network of institutional partners, and the credibility of UCO’s fifteen-year evidence base to every engagement.
Founder & CEO, Qaspir International. Six years building expertise in transformative learning and institutional change management across North America, South America, Europe, MENA, India, and Indonesia.
Chief Academic Officer, Qaspir. Assistant VP for Transformative Learning, University of Central Oklahoma. Chief architect of UCO’s STLR — the most documented campus-wide TL implementation in the world.
Five pressures every private university is navigating right now
Higher education is at a turning point. Families are more selective. Regulation has changed. Students are more vocal. The institutions that respond with a clear, structured, evidence-based approach will define the next chapter.
A dual-track partnership — for lecturers and leaders, simultaneously
Transformative Educator Program
An 8-week online programme delivered by qualified Indonesian instructors. A cohort of 10–20 lecturers go through four courses together — building a genuine community of reflective practitioners on your campus from the very first intake.
- Course 1: Introduction to Transformative Learning
- Course 2: Operationalising TL in the Classroom
- Course 3: Assessing the Impact of TL
- Course 4: Becoming Agents of Change
Teaching Transformation Leadership Programme
An 8-week online programme for deans, directors of teaching & learning, and senior academic leaders. Builds the institutional conditions — policy, systems, culture, and data — that allow what your lecturers are learning to spread and sustain.
- Foundations, strategic vision, and the business case
- Faculty development ecosystems and reward systems
- Data, analytics, equity, and implementation planning
- Capstone: your institutional transformation plan

A structured partnership — from diagnostic to transformation
We do not arrive with a fixed programme and leave when it ends. We build the engagement around your institution’s actual starting point and work alongside your leadership through each stage.

Grounded in
fifteen years of documented outcomes
This is not a new idea being tested on your institution. It is a proven framework, adapted for the Indonesian context, backed by two of the most credible transformative learning institutions in the world.
Pioneer of the Student Transformative Learning Record (STLR). Over a decade of campus-wide TL implementation. 27% higher retention, 13× graduation rate improvement, and a model now studied by 54+ universities worldwide. Qaspir’s Chief Academic Officer, Dr. Jeff King, is UCO’s own Assistant VP for Transformative Learning.
Mackenzie built CEAT — the Centro de Excelência em Ensino e Aprendizagem Transformadora — across multiple campuses within Brazil’s SINAES/MEC quality assurance framework. Their model demonstrates how a 150-year educational tradition and a contemporary transformative learning framework can be integrated at institutional scale. A direct parallel to Indonesia’s regulatory context.
Qedex is the programme delivery platform and ongoing professional community for all Qaspir partnership institutions. Partnered with the Association of Indian Universities, Asia Pacific Quality Network (APQN), CEENQA, and the Eurasian Centre for Accreditation and Quality Assurance. Your lecturers and leaders join a global peer network, not just a local training programme.
We are looking for visionary universities to begin first
The pioneer university does not just benefit from the programme. It becomes the Indonesian model — the institution whose outcomes, processes, and documented transformation become the reference point for every university that follows.
What it means to be the pioneer
We are extending this invitation to a small number of universities. The first to commit works with Qaspir’s full personal attention, is the first to generate Indonesian outcome data, and is the institution whose transformation story we take to the rest of the country.
Lecturers in the first pilot cohort — small enough for quality, large enough for momentum
Weeks for both programmes to run — transformative change that starts in the current academic year
Indonesian university to produce documented TL outcome data — a national reference point

Change is not easy.
But you will not be doing it alone.
Every institution that has ever transformed its teaching culture started with the same moment of uncertainty — the gap between knowing change is needed and knowing how to make it happen. That gap is real. We have sat with it ourselves.
But here is what fifteen years of evidence from the University of Central Oklahoma, and six years of our own work across four continents, tells us with confidence: when the right conditions are built, and the right support is in place, transformation is not just possible — it is inevitable.
We have the blueprint. We have walked this road before. And we will walk it with you — through the difficult faculty conversations, the accreditation questions, the moments when momentum slows and doubt creeps in. Every step of the way.
“The universities that will define Indonesia’s educational future are not the ones that wait for certainty. They are the ones that choose to lead.”

Let us help you build a legacy of change — one that your students will carry into the world, and one that other universities will come to study. The blueprint is ready. The only question is: will your university be first?
Ready to explore what this could mean for your university?
We are not asking for a commitment. We are asking for thirty minutes — a conversation about where your institution is, what you are working toward, and whether what Qaspir has built is the right fit for this moment in your development.
