University Transformation Partnership

Helping universities build a
culture of transformative learning

Qaspir works alongside university leadership to create lasting institutional change — not a training programme and a handshake, but a genuine partnership that shifts how teaching is understood, practised, and valued across an entire campus.

Qaspir: six years building expertise in transformative education

Qaspir International is a company dedicated to advancing transformative learning in higher education worldwide. Over six years, working in close partnership with the University of Central Oklahoma and Mackenzie Presbyterian University in Brazil, we have developed a deep, practical understanding of what it takes to shift institutional culture — not in theory, but in practice.

We have spent those years learning exactly why transformative learning works, what conditions it requires, where initiatives fail without them, and how to build something that outlasts any grant, any leadership change, and any single enthusiastic individual.

Qedex — our global professional learning platform — connects over 7,000 practitioners across six continents. It is the delivery mechanism for our programmes and the ongoing professional home for the educators who complete them.

Stuart Blacklock, QASPIR’s founder and CEO, leads our university transformation partnerships directly — bringing six years of accumulated knowledge, a global network of institutional partners, and the credibility of UCO’s fifteen-year evidence base to every engagement.

Five pressures every private university is navigating right now

Higher education is at a turning point. Families are more selective. Regulation has changed. Students are more vocal. The institutions that respond with a clear, structured, evidence-based approach will define the next chapter.

01
Declining Enrolment
Fewer students are choosing private universities each year. Families and prospective students are more selective about where they invest their tuition fees than at any previous time.
A modern, outcomes-driven teaching approach is now a competitive differentiator — not a nice-to-have.
02
Government Mandate
Transformative Learning is no longer optional. Government regulation now requires TL implementation for higher education institutions in Indonesia. Compliance is the floor — done well, TL becomes a genuine institutional strength.
The question is not whether to implement TL, but how to do it well.
03
Lecturer Development
Many lecturers teach the way they were taught. Helping them grow from content deliverers into facilitators of deep learning is one of the highest-leverage opportunities available to any institution right now.
Faculty transformation is the mechanism of student transformation.
04
Accreditation Advantage
International collaboration is a recognised plus point in accreditation scoring. A credible TL programme, built with internationally recognised partners, strengthens your institution’s accreditation case significantly.
UCO and Mackenzie are internationally recognised — their backing matters to accreditors.
05
Student Feedback
Students are increasingly vocal — in surveys, on social media, and in direct feedback — about how courses are delivered. A gap between what classrooms teach and what students need is widening.
Graduates who can pass exams but struggle with ambiguity, collaboration, and judgment are not what employers need.
The Qaspir Response
These five pressures all point in the same direction: a need to change not just what is taught, but how. That shift — from content delivery to genuine learning transformation — is what Qaspir was built to support.
One partnership. Both tracks. Culture change that lasts.

A dual-track partnership — for lecturers and leaders, simultaneously

Faculty innovation without leadership support stays in the classroom. Leadership strategy without faculty engagement stays in documents. Qaspir runs both tracks together — so change moves at every level of the institution at the same time.

For your lecturers

Transformative Educator Program

From the teaching paradigm to the learning paradigm

An 8-week online programme delivered by qualified Indonesian instructors. A cohort of 10–20 lecturers go through four courses together — building a genuine community of reflective practitioners on your campus from the very first intake.

  • Course 1: Introduction to Transformative Learning
  • Course 2: Operationalising TL in the Classroom
  • Course 3: Assessing the Impact of TL
  • Course 4: Becoming Agents of Change

Teaching Transformation Leadership Programme

From isolated innovation to institution-wide change

An 8-week online programme for deans, directors of teaching & learning, and senior academic leaders. Builds the institutional conditions — policy, systems, culture, and data — that allow what your lecturers are learning to spread and sustain.

  • Foundations, strategic vision, and the business case
  • Faculty development ecosystems and reward systems
  • Data, analytics, equity, and implementation planning
  • Capstone: your institutional transformation plan

A structured partnership — from diagnostic to transformation

We do not arrive with a fixed programme and leave when it ends. We build the engagement around your institution’s actual starting point and work alongside your leadership through each stage.

1
Teaching Quality Baseline Diagnostic
Before anything begins, Qaspir administers our proprietary 8-dimension Teaching Quality Baseline Diagnostic across your pilot lecturer cohort. This produces a clear institutional profile: where your teaching is strongest, where the gaps are, and who your change champions already are. This baseline is the “before” data that demonstrates impact at programme end.

Pre-programme · 2 weeks before TEP begins

2
Launch Both Tracks Simultaneously
The Transformative Educator Program (TEP) and the Teaching Transformation Leadership Programme begin in the same week. Your lecturers and your academic leaders are moving through their respective programmes in parallel — the structural alignment that makes both more effective than either would be alone.

8 weeks · Both tracks running together

3
Qaspir Change Management Support
Throughout the 8 weeks, Qaspir works alongside your leadership as your dedicated change management partner. We are not visiting lecturers — we are in the process with you, helping navigate the faculty politics, the structural decisions, the accreditation alignment, and the data infrastructure that a genuine institutional transformation requires.

Ongoing · Qaspir embedded in your leadership team

4
Post-Programme Impact Measurement
Four weeks after TEP completion, we re-administer the Teaching Quality Diagnostic. The pre/post comparison produces clear evidence of change — dimension by dimension, lecturer by lecturer — that speaks to accreditors, leadership, government, and your prospective students. Your institutional transformation plan (the Leadership Programme capstone) goes to your leadership team for review and adoption.

Post-programme · Evidence ready for accreditation

5
The Blueprint for Scaling
Your first cohort is the proof of concept. The documented outcomes — student engagement data, lecturer development scores, leadership capability assessments — become the internal case for expanding to further cohorts and ultimately to campus-wide implementation. Your institution becomes the Indonesian blueprint that other universities come to study.

Ongoing · From pilot to institution-wide

We are looking for visionary universities to begin first

The pioneer university does not just benefit from the programme. It becomes the Indonesian model — the institution whose outcomes, processes, and documented transformation become the reference point for every university that follows.

What it means to be the pioneer

We are extending this invitation to a small number of universities. The first to commit works with Qaspir’s full personal attention, is the first to generate Indonesian outcome data, and is the institution whose transformation story we take to the rest of the country.

Change is not easy.
But you will not be doing it alone.

Every institution that has ever transformed its teaching culture started with the same moment of uncertainty — the gap between knowing change is needed and knowing how to make it happen. That gap is real. We have sat with it ourselves.

But here is what fifteen years of evidence from the University of Central Oklahoma, and six years of our own work across four continents, tells us with confidence: when the right conditions are built, and the right support is in place, transformation is not just possible — it is inevitable.

We have the blueprint. We have walked this road before. And we will walk it with you — through the difficult faculty conversations, the accreditation questions, the moments when momentum slows and doubt creeps in. Every step of the way.

“The universities that will define Indonesia’s educational future are not the ones that wait for certainty. They are the ones that choose to lead.”
